Many times when I create a deployment package with the editor's snapshots, the DataStore.edb file is added under the Windows node, SoftwareDistribution/DataStore element. Is this file really neccessary in the package?

The DataStore.edb file is the Windows Update or Automatic Update database file. It is not necessary or even recommended to include this in any of your packages.

If you want to exclude that file from being captured in your baseline pictures, modify the [File Definitions] section of Prism's rules.ini file by adding datastore.edb to the Ignore Files list. Here's what the Ignore Files line would look like:

Ignore Files=datastore.edb,386SPART.PAR,PAGEFILE.SYS,WIN386.SWP,......

If it is ignored in the baseline picture, it won't ever appear in your packages.
