We have XP UK and XP MUI (Dutch) installed and I want to check which language the user selected in Control Panel - Regional Settings - Languages - Language used in menus and dialogs (basically is he running English or Dutch )

It is not clear what UserBaseLanguage and UserFullLanguage are representing. It looks like it's looking at the regional settings for numbers, currencies dates and times.

You're correct in your observation: the UserBaseLanguage and UserFullLanguage groups are identifying the "locale" - currency settings, numbers, etc.

To find the various language UIs, paste the following into the predefined configuration group drop down:

<registry value> "HKCU\Control Panel\Desktop\\MultiUILanguageId"

When computers poll, they will create subgroups for Dutch, English and any other language UIs that users have configured.
